SCHEME for a railway from Chinchow to Aigun. My despatch No. 289 of the 28th June, which left here yesterday by bag. In a confidential conversation which I have had with the American chargé d'affaires the latter gave me to understand that his Government do not admit that Russia's opposition can prevent the execution of the scheme, or, at any rate, the construction of that part of the line lying between Chinchow and Tsitsihar. The chargé d'affaires believes that in a very short time the work of construction may be actually begun. He has been informed by M. Isvolsky that the Russian Government objects most strongly to the scheme. M. Isvolsky, moreover, intimated that Russia would bring pressure to bear at Peking to prevent its being carried out, and would raise difficulties of other kinds.
